DUE TO THE DELAY IN THE ENTRY OF EXPERTS FROM CONUS INTO KOREA, THE ENTIRE PROCESS WAS INEVITABLY DELAYED, AND IT WAS DETERMINED THAT THE LATE ENTRY OF EXPERTS TO ACCOMMODATE THEIR SCHEDULE WAS BEYOND THE AUTHORITY OF THE PRIME CONTRACTOR.
