A capability statement is the resume of your federal business. Contracting officers read 100+ per month. They scan, not read. Your statement has 8–12 seconds to convey: what you do, why you're qualified, and how to buy from you.
Use the structure below. Every element earns its place.
Steps

1. Header — name, logo, UEI, CAGE, NAICS, contact
Top 1.5 inches: company name, logo, UEI, CAGE code, primary NAICS, certifications (8(a), WOSB, SDVOSB, HUBZone), one phone, one email, one website. Make this scannable.

2. Core competencies — 4–6 bullet points
Use action-noun phrases the buyer will recognize: 'IT modernization', 'cybersecurity assessments', 'environmental remediation'. Match the language of your target NAICS, not your marketing site.

3. Past performance — 3–6 brief project descriptions
Each project: client, period, contract value (or 'not disclosed'), one-sentence scope, one-sentence outcome with a metric. Federal first, commercial second. If you have no federal past performance, use commercial work that maps to a federal NAICS.

4. Differentiators — what makes you uniquely qualified
3–5 bullets. Cleared personnel, ISO 9001, CMMI level, certified PMs, regional presence, security infrastructure. Do not write 'we deliver excellence' — write specific, verifiable advantages.

5. Contract vehicles — list active vehicles
GSA MAS, SeaPort-NxG, CIO-SP3, OASIS, state cooperative purchasing — anything that lets a buyer issue a task order to you without competing a new base contract.

6. Codes block — NAICS, PSCs, set-asides
Bottom strip: every NAICS you're registered under, key PSCs, and your full list of set-aside eligibilities. The buyer's procurement analyst is filtering by these.

7. PDF, single page, accessible
Export as PDF. Single page. Use 11–12pt body, tagged for accessibility (Section 508). File size under 1 MB. Filename: CompanyName_Capability_Statement_YYYY.pdf.

FAQ
How long should a capability statement be?
One page. A two-page statement signals you can't prioritize. The exception is a 2-page version for highly technical work (cybersecurity, R&D) where you need a methodology box.
Should I tailor my capability statement per agency?
Yes. Maintain a master template, then duplicate and tweak for each target agency. Swap the past-performance examples to feature work most relevant to the agency's mission. A statement to USDA should not lead with DoD examples.
Where do I send my capability statement?
Email it (PDF attachment) to the contracting officer named on a Sources Sought or recent solicitation in your NAICS, plus the agency's Office of Small and Disadvantaged Business Utilization (OSDBU). Always include a 3-sentence cover email with one specific ask.
