SAM.gov registration checklist
Complete SAM.gov entity registration without missing a step. Required documents, common rejection reasons, and how to keep your registration active.

SAM.gov registration is the gate. Without an active record, you cannot receive a federal award, sub-award, or grant — and contracting officers cannot even pre-award you. The process is free, but more than 30% of submissions are rejected on first pass because of missing documents or mismatched information.
This checklist eliminates the most common rejection reasons.
Steps

1. Confirm your legal name matches IRS EIN exactly
The legal business name on SAM.gov must match the IRS EIN record character-for-character — including LLC, Inc., commas, and capitalization. Mismatches cause an automatic rejection at the IRS validation step. Pull a CP-575 letter from IRS to verify.

2. Match your physical address to USPS standardization
Run your address through tools.usps.com/zip-code-lookup. SAM.gov requires the standardized format. A common rejection is using 'Suite' vs 'Ste' or a wrong ZIP+4.

3. Set up Login.gov with multi-factor authentication
All SAM.gov entity admins must use Login.gov with at least one MFA method (text, authenticator app, or hardware key). Complete this before starting the registration.

4. Complete representations and certifications (FAR 52.212-3)
These cover small business size, NAICS, ownership, debarment status, and 30+ other items. Take 60–90 minutes; do not rush. Wrong reps and certs are a contract-termination risk later.

5. Add NAICS codes and PSCs
Add up to 5 primary and many secondary NAICS codes, plus relevant Product Service Codes (PSCs). Buyers filter by both. Missing the right NAICS = invisible.

6. Complete the financial information section
Routing and account numbers for direct EFT, plus a CAGE code (assigned automatically if you don't have one). Banking errors delay first payment by 30–60 days.

7. Submit and track via FSD.gov
Activation typically takes 7–15 business days. Track via fsd.gov ticketing. If the IRS validation fails, you'll get a specific error code — fix the underlying mismatch and resubmit.

8. Renew annually 60 days before expiration
SAM registration expires 365 days from activation. Renewal is not automatic. Set a reminder for day 305 — if your registration lapses you become ineligible to receive new awards instantly, even mid-task-order.

First-time activation: 7–15 business days from submission to active status. Renewals: 1–3 business days if no information changed.
Can a third-party register my business?
Yes, but you must list yourself as the entity administrator and SAM.gov will email a notarized-letter requirement before granting access. There is no fee from SAM.gov to register — companies that charge $500–2000 to register you are reselling a free service.
What is a CAGE code and do I need one?
A CAGE (Commercial and Government Entity) code is a 5-character alphanumeric identifier issued by DLA. It's assigned automatically during SAM registration. Foreign entities receive an NCAGE code.
