Eligibility checklist

How to get certified

  1. Confirm size standard. Use SBA's size standard tool to verify you're small for your primary NAICS.
  2. Document disadvantage. Gather evidence of social disadvantage (presumed for certain groups; narrative required otherwise) and economic disadvantage (personal financial statement, tax returns).
  3. Complete SAM.gov registration. Active SAM.gov registration with current entity profile is required before applying.
  4. Apply via Certify.SBA.gov. Submit the full application package. Expect 3-6 months for review.
  5. Build a federal pipeline immediately. Don't wait for certification — start identifying agencies, sub-K opportunities, and incumbent contracts to position.

FAQ

How long does 8(a) certification take?

SBA reviews typically take 3-6 months from a complete application. Incomplete applications are returned and add months. Use SBA's Certify.gov system; do not rely on third-party paid filers.

Can I get 8(a) sole-source contracts immediately?

Yes. Once certified, agencies can award sole-source contracts up to $4.5M (services) or $7M (manufacturing) without competition. Build agency relationships during your 9-year program term.

Is the 9-year clock continuous?

Yes. The first 4 years are the developmental stage, the last 5 are the transition stage. The clock starts on certification and runs continuously — no extensions for slow start.
